Who says? Just because it hasn’t been marked down, doesn’t mean that you can’t ask! There could be a zillion reasons why the store wants to get rid of it. I saved a ton on a new pair of leather winter boots simply because the sales clerk knew that they would soon be put on sale. She gave me a heads up and even put a pair away for me.
